Add the following two lines to .inputrc in your Cygwin home directory (e.g. /home/harold/):

set output-meta On # to show 8-bit characters
set convert-meta Off # to show it as character, not the octal representation

Download post-install.zip from this page. Do the following:

    unzip -a post-install.zip

(the "-a" converts Unix line endings to DOS line endings), and then run the post-install script:

    bash post-install.sh -fresh

Copy xmodmap.de to your home directory:

$HOME/.Xmodmap
